Torres as Construction Manager

Effective Monday July 2, Building Official Al Torres will take over as Construction Manager for the City of San Angelo. Deputy Building Official Charlie Kemp will serve as the interim building official, managing the Building Permits and Inspections division.  

Torres succeeds David Knapp who accepted a private-sector job in Austin in May. A licensed architect, Torres joined the City as its building official in 2009.

“This will be an interesting new challenge,” Torres said. “I’m looking forward to working on projects that are meaningful not just to our city government but to our citizens.” 

Among the projects that have involved the construction manager are the renovations of City Hall, Murphey Performance Hall and the Business Resource Center, revitalization of the Concho River, and construction of Love Municipal Pool and the dog park.

“The projects on which the construction manager works greatly impact San Angelo’s quality of life,” Assistant City Manager Rick Weise said. “We’re fortunate to have in Al Torres a known quantity with extensive architectural and construction experience who is willing to take on those responsibilities.”
