Allen Gilbert and Ronald “JJ” Graham, members of the Charter Review Committee, held a town hall meeting to discuss its findings with the public regarding the San Angelo chief of police position.
SAN ANGELO – The Charter Review seven-member committee, among them Allen Gilbert and Ronald “JJ” Graham, held a 6 p.m. town hall meeting on Monday, Nov. 14, 2022 to discuss, clarify and inform the public on research findings from the committee with regard to police chief position when it comes to elected vs. appointed issue.
Gilbert stated he, Graham and his fellow members comprised of Mark Lack, David Howard, Kandi Pool, Billie DeWitt, and Jeff Curry will meet again in December and vote to decide what the committee will recommend that will give both it and the San Angelo City staff and attorneys time for them to come up with the proper written documents.
“There are three options on the table with regard to elected position. The first one was no changes, leave it as an elected position. The second one was to make changes in the qualifications. And third, change from elected to appointed by the city manager,” Gilbert said.
A final recommendation will be made to the city council in January 2023. This would then allow for a potential May 2023 ballot item if directed by city council.
Gilbert said the committee researched everything that dealt with chief of police. A particular one reviewed was sections 60-64 of the City Charter which lists the qualifications of the chief.
Interestingly there is no provision in state law for an elected chief of police through the State of Texas. “That comes through the charter by individual cities which allows them to do that,” Gilbert said. Currently San Angelo is the only city in the State of Texas with an elected police chief.

Allen Gilbert y Ronald “JJ” Graham, miembros del Comité de Revisión del Estatuto de la Ciudad, celebraron una reunión en el ayuntamiento para dialogar con el público con respecto al puesto de jefe de policía de San Ángelo.
SAN ÁNGELO – El Comité de revisión del Estatuto de la Ciudad, un organismo compuesto por siete miembros, entre ellos Allen Gilbert y Ronald “JJ” Graham, celebró una reunión a las 6 p.m. en el ayuntamiento el lunes 14 de noviembre de 2022 para dialogar, aclarar e informar al público sobre el puesto de jefe de policía de la ciudad, y evaluar entre las opciones de un jefe electo contra uno por nombramiento.
Gilbert dijo que él, Graham y sus compañeros Mark Lack, David Howard, Kandi Pool, Billie DeWitt y Jeff Curry, se reunirán nuevamente en diciembre y votarán para decidir qué recomendará el comité a la ciudad de San Angelo. De esta forma el personal y de los abogados tendrán tiempo para que presenten los documentos de ser necesario.
“Hay tres opciones sobre la mesa con respecto al cargo de elección popular. El primero fue sin cambios, dejarlo como cargo de elección popular. La segunda fue hacer cambios en las calificaciones. Y tercero, cambiar de elegido a designado por el administrador de la ciudad”, dijo Gilbert.
Se hará una recomendación final al concilio de la ciudad en enero de 2023. Esto permitiría llevar el asunto a votación en mayo de 2023 si así lo indica el concilio de la ciudad.
Gilbert dijo que el comité investigó todo lo relacionado con el jefe de policía. Uno en particular que se revisó fueron las secciones 60-64 de la Carta Estatuto de la Ciudad, la cual enumera las calificaciones del jefe de policía.
Curiosamente, no existe ninguna disposición en la ley estatal para un jefe de policía electo a través del Estado de Texas. “Eso viene a través de la carta de ciudades individuales que les permite hacer eso”, dijo Gilbert. Actualmente San Angelo es la única ciudad en Texas con un jefe de policía electo.
